Today, our Foundation’s lawyer Kristina Prykhodko shares with us information about the intricacies of the legislation on mobilization and talks about current changes.

Thus, by the Resolution of the Cabinet of Ministers of Ukraine No. 519 dated May 6, 2025, amendments were made to the Procedure for Conscription of Citizens for Military Service during Mobilization, for a Special Period (Resolution of the Cabinet of Ministers of Ukraine No. 560).

Changes regarding deferral:

  • For those who have a deferral, the CCC will be able to extend its validity without re-submitting documents confirming the right to a deferral. But no longer than until the occurrence of circumstances under which the person loses the legal grounds for a deferral. The corresponding extension of the deferral will be able to be tracked through “Reserve+”.
  • Conscripts who are dependent on three or more children, including those children for whom such a conscript is a stepfather (i.e. not a biological father), will be able to apply for a deferment. But on condition that there are documents that indicate that such children do not have a mother, father, grandfather, grandmother, adult brothers and sisters or that such persons cannot provide them with proper support for good reasons.
  • The gap in the list of documents that confirmed the right to a deferment on the basis of constant care has been corrected (paragraph 9). That is, it is now clearly established that there must be a document confirming receipt of compensation (benefit, allowance) for care or an act establishing the fact of the person's constant care (from Appendix 8).

VLK:

  • During the deferment, the CCK will be able to send limitedly fit persons who have not undergone a medical examination to determine their fitness for military service to undergo VLK.
  • Electronic referrals to the VLK, generated by the CCC, should be issued to conscripts or sent to "Reserve+" at the request of the conscript.
