Today in the project "Legal Advice"

Today, in the project "Legal Advice", our expert Kristina Prykhodko focuses on a currently relevant issue - changes to the Rules for Crossing the State Border during Martial Law for Men from 18 to 22 Years Old (inclusive).

These changes are regulated by the Resolution of the Cabinet of Ministers of Ukraine No. 1031 dated August 26, 2025 and entered into force on August 28, 2025. According to this resolution, men of the specified age category can cross the state border of Ukraine without hindrance. This decision of the Government applies to all citizens of Ukraine of the specified age, including those who are currently abroad.

To cross the border, men aged 18-22 years old are currently only required to have two documents:
• a foreign passport;
• a military registration document, including in electronic form.

☝🏻The new border crossing procedure does not apply to citizens holding certain positions in state administration bodies or state-owned enterprises. They can still travel abroad on the basis of business trip documents.
